Maintain justice with an integration of technology that enhances efficiency, transparency, and access in the courtroom.

To maintain justice through innovation, Judge McRae proposes a strategic and practical approach to integrating technology that enhances court efficiency and reduces case backlogs. The first step is to conduct a comprehensive technology audit to assess existing systems and identify bottlenecks that hinder the delivery of timely justice. This includes engaging court personnel, attorneys, and community stakeholders to gather feedback and surface recurring issues in the judicial process.

Following the audit, Judge McRae would prioritize the implementation or upgrade of a digital case management system (CMS) that allows for real-time scheduling, case tracking, and digital evidence management. This system will streamline operations across departments and support automation tools that reduce delays and administrative overhead. In parallel, the court will expand its remote access capabilities by institutionalizing virtual hearings for appropriate proceedings—such as arraignments and pre-trial conferences—thus minimizing delays caused by transportation, incarceration, or scheduling conflicts.

To complement these efforts, a robust e-filing system will be introduced to reduce paperwork and allow attorneys and clerks to exchange legal documents securely and efficiently. Judges and staff will be equipped with tools for digital review and annotation, enhancing speed and clarity in decision-making. A real-time case dashboard will also be developed to monitor court activity, track case timelines, and identify procedural backlogs, providing the data needed to make informed, agile improvements.

 

Recognizing the importance of accessibility and support, Judge McRae ensures that all court staff, attorneys, and community participants receive training on new systems. Public guidance is also provided to help residents navigate virtual courtrooms, submit digital documents, and stay informed on their cases.

 

Transparency is a core component of this modernization effort. The court will publish regular updates on backlog reduction, highlight technology's role in improving fairness, and invite community engagement through information sessions.

 

Ultimately, Judge McRae’s philosophy of “Seeking Solutions, Not Excuses” is reflected in his courtroom, which is not only more efficient but also more equitable, responsive, and prepared to serve the evolving needs of the people.
